In 2025 capitalism expanded into a plutocracy/oligarchy. America is no longer in control of the government, it is ruled by 902 of the richest men and women in the world. However, both capitalism and a plutocracy rely on discretionary spending. [Discretionary spending refers to non-essential costs for wants rather than needs, like dining out, entertainment, hobbies, vacations, or luxury goods, which can be adjusted or cut from a budget.
